Bingo.  And you are on the side of the county where they just spent a buttload of money building a new high school with laseer engraved trash cans and a beautiful auditorium that can't even hold the entire school.  Ironically, rumor has it that even over budget they ended up having to skimp out on roofing materials and there are already problems with leaks.  I've also heard there is miles of Cat6 cabling run to every classroom that isn't even terminated because they went with a state-of-the-art Wifi system and the Cat 6 isn't needed.  Oops.
