i am going to build a rear bumper for my Yj out of 2x4x1/4 what is the Best Way to attach the tire swing portion to the Bumper itself. is there a bearing of some sort that is the easiest or no. any Advice would be greatly appreciated.

Look in the trailer parts section at your local agricultural supply store. You should be able to find what you need.

i will have to do that.i guess i just need one big hinge right

you want a spindle and a wheel bearing.
thee spindle is the stud

Or you can go the cheap and indestructible method, and use a 1" grade 8 bolt and grease it. How often do you really swing it in and out anyway?

Whichever way you go, do it in double shear. There have been quite a few that have had their trailer spindle shear and let the tire go bouncing down the road...
