Here is a sample of a type of latch to use.

Take it from a person who had a near disaster with the trailer axle turn swing arm hinge.
If you are going to use the jeep as a daily driver or drive it out to wheeling instead of trailering it, I recommend not using the closure shown above by Burrells.
That type of latch does not dampen random vibration enough. I had a similar latch and one day, 5 minutes after getting off the highway, the hinged shaft snapped and watched my spare got bouncing of the side of the road. It could have been a disaster if it happened a few minutes earlier.
So when I welded in the new hinge I also installed this T-Handle closure. http://www.atozfabrication.com/store/product.php?productid=16172&cat=274&bestseller=Y
The T Handle is not exactly a quick release. But it is secure. No-Seaze on the threads keep it smooth.
Additionally I made sure the upper arm rubber bump stops are firmly pressing against the tail gate.
Just my $0.02.

Yeah, just really depends how you build it. But you can buy it pretty cheap right now.
it can be built for a very good price in a couple weeks or so when the batch of tj bumpers start again. and installed for free.
