Registering a vehicle that is not currently registered

How do you go about registering a vehicle that is not currently registered but is titled. I know it has to be street legal but what are the steps to getting it legally on the road?
 
If the title is clean/clear, take it to the tag office and register it. Once it's registered, pay $5 for a inspection paper( for driving w.o a tag in case you get pulled over) get the inspection done, then tag it.

What if you can trailer it to an inspection place? Can you get it inspected first and then do the title work at the DMV (no need for the $5 paper)?

If it doesn't need an emission test yea. For example 95 or older or diesel. If it needs the test it'll have to be driven for the computer to self test.

yes, you can. I put INS on my new to me car and drove to the inspection station to get it inspected. Then over to the DMV to get a tag.
