Who does the best work with axle setup in the Charlotte area? I'm looking to lock and regear my CJ. Possibly weld the axle tubes as well.

Make sure you truss that AMC 20. And one piece axles.
 
I plan on 4.88s, master install kits, ox locker rear with electronic actuator, lunchbox front with new carrier for gears, and one piece shafts for the rear. I bet Mars fab could put a truss together for me pretty reasonably as well.

Any idea what the ballpark labor on this should run me for budget purposes?

I am looking to get this done before the end of February I am thinking.

I hear you. I don't think full axle replacement is in the budget right now but maybe some day.

What is typical for shop labor rate on this if it's gonna be 8-12 hours to do?
 
In Charlotte area I'd contact @MarsFab ....

Id let him price his own rates....

A locker will strip the 2 piece axles within a day of just driving around town. Might as well just go ahead and plan for the 1 piece shafts at the same time. Not sure about the truss, never had issues with mine but have heard of them bending easily.
