I dunno what's deemed as 'secure' or what needs 'securing'...but if the cruise ship was within regulations, don't you have to chalk this up to 'one of the risks you take' when hopping on that cruise ship. I don't see how the affects of the storm can be the cruise lines fault...but I can see negligence if everything that wasn't secure, shoulda been secure.
