Seat Belt problem - stuck!

I just took everything out of the jeep (95) and used Herculiner in the bed instead of carpet. Job went smooth and easy. Looks great. I put everything back in and 2 of the seat belt units are 'locked' in the highest postion so i can't bolt them back in. I can't even figure how to un lock or get them unstuck. Thoughts?
 
Make sure they are level like they are mounted in the truck to pull out the belts. They are supposed to do that so if the vehicle is up side down they don't just release and drop you on your head. May help to mount them to the body.
 
there is a little gizzmo in there that prevents it from moving wheen off angle. That's why a stocker seatbelt will lock you in while climbing a steep hill or rock garden. The same thing happened to me before. You will have to play with it to get right angle so it'll release. I mounted mine on a board on the wall of the shop and rotated it till it relaesed, then clamped it with small vicegrips to install. Hope this helps
 
short slow pulls out and let it in,, but not all the way, then pull up, and it will be out an inch, you have to keep doing thos
 
slip a screwdriver in there and release the 'bar' that locks the belt retractor/spool... Mine did this when i had them out of the jeep... Basically you put more belt on the spool than it normally holds and things get a littel tight in there....
