Steering problems on 97 F250

The TTB is gone, solid axle D60 is in the front. He is having problems with the steering, he said that sometimes when the electric fan was on, but not neccessarily only then that he would have trouble turning the tires. He said there is a little play in the steering, but not much. No whines or weird noises that I know of. Could this be a pump going bad, or the steering box?

Any clues?

Sounds like the pump is marginal. Does it turn better if you give it a little throttle? I'd throw a sag pump in it regardless.
