They are 27-LEDs and have a colored lens. They include the rubber grommet and a 3-wire integrated and sealed pigtail.

Will the dots work as parking lights and turn signal?

You would have to check state laws if you are asking if its legal.

They will work as turn signals and parking lights, but you will have to check if its legal in your state for on-road use.
