Looks like the TTORA posterboy mag.. 
and ironically, that looks like Scott Karg's FJ on the second magazine cover.. (Those who remember him & TTORA would know why this is ironic)
But, there's Toyota Trails, which you get by being a member of the TLCA, and is also all-Toy, and TLCA supports a number of organizations who keep trails open... Though it's mainly cruisers, I know a bunch of people who are members who don't own FJ's.
