vacuum pump check

'97 PSD, my brakes are operating as if they dont have any vacuum (much like when trying to brake with the engine off). I replaced some hoses that looked iffy but that wasnt it. so now Im thinking it's either the pump or the brake booster. I can hear the booster hissing but the pedal still won't go all the way to the floor and is very stiff. any way to check the pump and booster to see if they are operating normally at home?

you can apply a vacuum to the booster and check to see if it holds it or not, it should hold a vacuum

I would hook my vacuum pump/gauge inline with the vacuum hose to the booster, then i could monitor the vacuum and apply a vacuum if needed
 
KInda a simple check, but, with engine running, pull vac line off of booster and see how much vac you have at idle, and with elevated RPM's. Also, after you cut the engine off, pull the vac line and see if you can hear the air escape. Not high tech, but will give you some idea
