Video: Is my front locker busted? (Rubi 44)

I bought a set of Rubi axles and just installed them last week. I went to install the air pumps only to find that one will not work. The rear pump works just fine and actuates the rear locker. I plugged up the front hose to the rear locker pump and it will not engage the locker. So I took off the diff cover to see if the air line was connected and it was, that is when I noticed this ring hanging a little funny. The video below shows what I discovered:

Is this normal? I'm assuming not. Is it an easy fix? A cheap fix? Does the locker appear to be completely busted, or is this a common issue?

The research so far is saying an actuator locker ring.

Any idea on costs to get that repaired?
 
I don't know what to tell you man. I think the ring shouldn't have that much movment.
 
no its not supposed to move like that only in and out at diff. im not sure if they have seals or some form of bellows that push that ring to engage it? looks like time to tear it down to see whats f-ed up. maybee chase will chime in im sure he knows the fix.
 
The air from the locker pump will not engage the locker, just keeps blowing air through it (leaking).

You can slide it to the right and it will engage the locker. I slid it with my left hand and spun the tire with my right and it engaged and both wheels spun. I'm hoping that means the locker is ok and its just the actuator.

The biggest suck is that I was trying to get everything finished in time for The Farm this weekend.
