I know it has to deal with emmisions....so i'm guessing it just robs you of power with no benifits. Can I remove it without it having an effect on how my motor runs?

Its a 86 305 chevy

short answer...Smog Pump Operation:
Sometimes called the air injection recirculation (AIR) pump, it's a belt-driven device designed to force outside air into the exhaust ports. The outside air will supply oxygen to stimulate the continued burning of hot excess fuel and gases leaving through the exhaust valves and passing into the exhaust manifold.

AND EVEN SHORTER...
Used to pump extra air into the exhaust system to help the converter reburn pollutants.

so without any cats anyways, I can just pull the belt off this thing and reduce the amount of resistance the engine has to turn?

yes....in theory.
of course interferring with a vehicles emission equipment is punishable by a huge fine, and I would never recommend doing so. But I have heard depe secret rumors that removing said pump will not effect the operation of your vehicle in the least. of course thaat is all mere specualtion because no one in the hsitory off earh would ever remove such a device nor a catalytic converter, now would we? Of course not. so in closing it could potentially help your car while simultaneously causing the ice caps to melt, the polar bears will burn up, and baby seals will cry. Proceed at your own risk

And Al Gore will show up at your house and beat you to death!

Smog pumps, pump smog into the air so you don't have to breath them in the car. The rest of these guys don't know what thew are talking about. I thought every one new what a SP was.

most late models cars have electric ones that only run for a few minutes on cold start ups...same with the old school belt driven ones. So if you want to slam the gas to the floor with a cold engine, then yes removing one will give you more power. If you can wait 1-5 minutes after start up the clutch will disengage and basically draw next to no power from your motor while spinning (if your system works right). Leave it alone would be my advice. But wtf do I know. If you have a really old school one that spins all the time, look into adpating a newer one , Or throw it the hell away.

Even if it turns all the time, it's not like a compressor where it will create a bunch of resistance. You might gain 1/4 horse power by losing it. That being said, you will fail state inspecton (even safety only) if you don't have it. I'm surprised you pass with missing cats.

When I got mine inspection last, the guy said it had to be setup like the sticker under the hood. So I was thinking what would happen if there was no sticker.

Prolly do better to leave the sticker there, & tape a $20.00 bill over it! Copy the serial # off the bill & glove box the copy. If the mechanic takes the twenty & still fails the inspection. Freak out & demand that his boss search him for the missing twenty That you keep there for emergencies.

Inspection stations have the know all tell all book that has every make and model of car made and what it is supposed to have (PCV, EGR, Etc.), And if they look, they will see, hmmm no smog pump, LOOK no Cats! FAIL! I know everyone think that catalytic converters rob valuable horse power, but it's so negligable that it really is unnoticeable. Look at the size of your exhaust pipe, now look at the size of your catalytic converter. There's way more area in that cat than you think. Granted the old bead style your truck had was probably plugged up and was robbing horsepower, but replacing it with a monolith style would be much better. The guy behind you will thank you. (Ever been to an antique car show when they fire all them oldies up and drive back to the trailers or hotel?) It really stinks, and you know exactly why we had a polution problem.
