Hopefully the link works. This was posted up on next-door app nearby. I thought it was a Cranefly at first, but it's too symmetrical.
 
Probably a Dobsonfly getting strobed by the camera illumination. They have bigass segmented bodies and aren't very graceful fliers. I see 6 or 7 segments lit up in the video, which seems to agree with the pictures below:

Dobson fly...great fishing lure gone bad. Helgamites are da bomb
