91 Wrangler came with Cherokee rims and thus has no offsets. We plan on getting spacers as a cheap way out right now. There appears to be a modest lift but may not be enough. It has 33's which rub the frame if you turn the wheel too tight. What else should we look for? We heard about doing a spring over lift...any comments?

you can get a set of wheels for the price of decent hub-centric spacers.

I agree with Puma - I'd buy new wheels the rock crawler cheap one's are around 70.00 a piece

All depends on size. 15x6 are like $40 but 15x10 are like $62.
