won't start on first try

I have a 97 wrangler 4cyl 5 speed. Having a problem when starting. The first time you hit the starter, the engine turns over but will not fire. You can turn the switch off and return to the start mode, the engine fires right off. Any thoughts? Thanks
 
ehh, my 99 cherokee has done it since the day i got it, it just doesnt hold pressure in the fuel lines, hasnt ever presented a problem, i just got used to it
 
I would say it may be in the fuel pressure or a relay. Try listening to it when you first turn the key on. You may hear the fuel pump start and the stop, that will mean it is at the right pressure. Also listen for any clicks that occur while doing the same thing.
