XJ windshield leak

After hurricane Ida dumped loads of water on us, I discovered gallons of water in the passenger side footwell. Today I yanked the seats and carpet and think I found the leak, maybe 2. I put the hose on the lower corner of the windshield, passengers side, and defintley could see some water coming in by the front seat pass. footwell.

So, this is a '99, what kind of windshield seal is under there, and is this a common failure...how to fix?

giz it with RTV is plan B, trying to see if plan A will be more difficult/expensive
