Trailer brake issues?

I'm having some trailer brakes probs.

I have a 28' goose, w/ 2 7k axles, brakes on both.
After having rewired just about the whole brake portion of the trailer (because of broken or bare wiring), I only have one wheel really working good. The other are barely working and I mean barely.

I can hear all of the magnets humming, all the pads are snug (they are less than half worn out) . I positively have power to each wheel.

Can any body think of something I haven't tried or thought of?

1st did they all work before ?

ohm out each magnet (and the wiring) I forget the exact reading but search on here or google its covered alot its like 3-5 ohm

Also check the ground wires, the clips where they hook to the lever or other part inside can get buggered up...

Also double check your electrical plug grounds...
 
They did not work before. I assumed because of broken and/or bare wires come out of the axle tubes.

I did adjust them from the back. Is there another way?
