04 wj tps probs

my sisters wj keeps throwing a p0123 code for a low voltage tps code. i have replaced the tps, cleaned the throttle body, and replaced both front o2s. i searched google a bit and found the head bolt melting thru the wiring harness problem. fixed the wires and still having probs. she said it reved up to 2000 rpm on start up this morning and shudders sometimes. any help would be appreciated.
 
Google "idle air controller jeep". Your issue sounds like an IAC issue to me. A faulty TPS can't make the engine rev as it doesn't give the engine more air rev. The IAC does. I've heard of the Jeep ECUs showing a TSP code for the IAC as there is no specific code for the IAC. I've experienced IACs sticking personally and the fix is super simple. Pull the IAC out of the T-body, spray it with carb cleaner and gently push the plunger while spraying with cleaner to keep it from sticking.
 
still having these problems. after researching other threads , i replaced the clockspring. it worked for about a week. also the iac valve and that worked for about a week. anyone got any other ideas?
