Our work truck was having battery drain issues. Found that the coolant fan wasn't shutting off. AT ALL., it would run until the battery was dead.

Went to fire it up and had a white cloud come from the tail pipe.

Could these be related? Or cause and effect?

Sounds like head gasket or cracked head to me. But why would the fan keep running?
 
Are we dealing with a 4.3 or a 4.8/5.3? When I first swapped my 99 to electric fans, one of the relays would stick and keep them running. So I'd check the fan relays first. You can just tap the tops of them and figure out which one is the culprit.

I assume the white cloud issue is separate, but still annoying. Is any coolant disappearing? Any oil/water mix? Pop the hood and see what casting number the heads are. I'd guess 706 if it's a V8, but I could be wrong. Any SES/CEL on the dash or any codes being thrown?

How many miles on the truck?
