will a 19 gallon tank out of a 2000 or so TJ fit in a 97 TJ that had a 15.9 gallon tank? Will i need to use the 19's fuel pump?

It will fit. If I remember right, the only difference between the 15 and the 19 gallon tank is the depth of the filler or vent. You can convert the 15 to a 19, jeep just used it as an upsell. http://www.gottrail.com/TJ/TJfueltankconversion.html
