16" or 15" wheels on 32" tires

I have a set of 31's on a tracker and wanting to go up a tire size to a 32, just to get every bit of ground clearence I can and if you go any higher than that you will lose to much power and break IFS axles to much. I have seen alot of tires that when you put them on a 16" rim vs a 15" rim, that on the 16 the tire alot of times is almost an inch taller than if you had the same size tire on a 15. Is this just an illusion or is that right. Also I know your not sopposed to use a rim that is bigger than half the size of your tire, but which set up goes better in all around conditions?

I do not think it will make a noticable difference other than tires for 15 inch wheels might be cheaper.
