1983 Jeep CJ7

I am pretty Jeep Ignorant and need some help. A guy wants to sell me this Jeep for about $12k. I cannot afford that so I wanted to bring it to the experts. This forum came highly regarded. The facts listed below are about all I know. Owner mentioned it has 1500 miles since the work including the new engine and new gauges, no telling how many miles are truly on the frame. He did promise there is no rust nor has there been any bodywork.

Any help is greatly appreciated. This thing is 5 hours away so if purchased I will need to trailer it home. I'm in Fort Mill, SC

Looks to be in decent shape from the pictures but than again seeing it in person and looking it over really good is one thing.
 
Looks like its worth closer to 6 to me

Then again its a 7 so if he has the patiene he can probably get it.
Driver's side panel below door opening I see what appears to be evidence of body work.
Really anyone who body lifts a CJ to clear 33's is cheaping out ( a real suspension lift would be what 800?)
torsion bars? hrmmm...
Why is there smoke if in the firts picture?

I wouldnt dream up offering 12 and 6 is absolutely top end...but from what little I see I suspect there are a few surprises waiting for you
