I can't really tell what your pic is trying to show.
It's been a couple of years, but I think both ends of the steering shaft are d-shaped, so it's only going on one way.
Is the u-joint binding so you can't start it sliding up over the steering column spline shaft. Have you loosened the shaft at the steering box; that might give you more room to push the shaft down, then straighten it out so you can start it on the column end.
I replaced steering columns a few times. Found its easiest to loosely put the column on the firewall, then the steering shaft on steering column, then pull the shaft to the steering box.

alright im gonna try what you said but the u-joint isnt binding i dont think cause i can get it on the steering column pretty easy but it wont continue up the steering shaft. from what few pictures ive seen on line and looking at the shaft in the jeep im gonna try and explain what i think has happened lol. on the top end of the shaft u-joint the steering column side the shaft is inside a rubber bushing that has a metal sleeve that the u-joint is attached to, at the end of the shaft that is inside the bushing is a piece of flat steal (looks to keep the bushing from coming off that way). on mine it looks like the shaft or outer sleeve was pushed away from the column side and pulled the u-joint farther away (why it wont go all the way on the the steering column), but i cant seem to move anything dealing with that bushing around.

The shaft is D shaped, or at least shaped to where a bolt only aligns one way. get it aligned and hit it at time or two with a LBFH.. The shafts are "supposed" to slide up and down, in case of a front end wreck its supposed to keep the steering wheel out of your chest. Get it aligned and give it some encouragement and it should do what you need it to. Kimball Midwest Torq CB is way better than PB Blaster or WD40 if you can find it and are willing to pay double PB prices.. I pay $14 a can and it is worth every penny.
