1997 Silverado can't pass inspection

My brother in law has a 1997 Chevy Silverado 5.7L V8 4x4. He has tried to get it inspected over the past year or so but everytime they hook it up to the computer, it says "not ready" or "computer not ready". He has hooked it up to several different code readers and no codes pop up. Also, it runs great, no issues. He has put in new O2 sensors, plugs, wires, adjusted the distributer (from 6 to 8), new battery, unhooked the battery, and drove it 250 miles or more between each change but still no dice.

Anyone have any experience as to what it may be? Or point me in a direction to where I can find my answer?

Where is he? I can hook it up to my scanner and see specifically which of the monitors aren't getting set, and possibly be able to pin down which circuit is causing the problem.

Mt Airy. I'll ask him if he wants to come to Pfafftown to check it out and let ya know.

The Father in law has a scanner and they have tried it but no luck, nothing comes up. But who knows what they done.

Try having a hand held Scan tool on while driving and see if any of the monitors are setting while not turning the switch off. I have had a couple GM products that would clear the monitors after a key cycle. If that is the case the PCM is bad.
