2000 f250 7.3 filter housing question...

While working on 2000 f-250 today, I noticed inside the fuel filter housing,after I removed the filter, there was a wire broke off inside of it. Looked it should have plugged into the inside-side of the housing. Owner said the "water in fuel" light hasn't come on in quite some time.....I wasn't sure what to tell him, what purpose does this wire serve? Thanks in advance
 
That's your fuel heater. Frequently they'll short out, blow a fuse and cause a no start. The heater available at Napa, or any parts house. It's not required and won't cause any significant issues. If you do choose to replace it I'd recommend purchasing the full filter bowl reseal kit from www.dieselorings.com and pull the housing out, reseal it, replace the heater and re-install.
