2003 wrangler tranny problems

ok so i have a 2003 4.0 Rubicon lifted that has been acting up. So for a while now when doing normal driving during acceleration it will occasionally "surge" in RPMs and you can also feel the jeep surge forward outside of the normal acceleration. Its real quick then goes away. It does not hesitate and only does it i little while into normal acceleration. Didnt happen all the time and really no other issues. well just recently blew the motor.....completely unrelated, and had it replaced with a rebuilt one. Obviously still has the same issue being a tranny problem and not a motor problem. Well just last week i was on 485 going 70mph and RPMS just above 2100 when it began to surge in a repeated pattern over and over. I let off the gas and slowed down a bit and it went away. i accelerated back up to speed with no issues and began cruising at the same rpm range and speed. shortly after it did it again. So i accelerated to a higher rpm and it went away again. when i slowed back down to the same rpm and speed as before it once again repeated itself.
Now it hasn't done that since and driving at lower speeds at the same rpm just above 2100 it is fine. so i have a few questions since technically its my GF's jeep not mine i dont know much about it.

Does anyone know if this is a common problem and if so what is it? torque converter problem or internal tranny problem?

2nd question did this come with different tranny's or is it the 42rle? i know my grand Cherokee with a 4.0 came with multiple different options for tranny's and wasn't sure if the wrangler 4.0 did as well or was there only one option.

the reason i ask is because she just took it to a tranny shop and the guy said he had no idea what it was and the only way to find out was to pull the tranny and take it completely apart. He then told here whether its the torque converter or the tranny needs to be rebuilt it would be the same price.....$2600. the only way to know which one was if he took the entire transmission apart.

I find this hard to believe on top of that no matter what the problem is would cost the exact same amount. i think he was more doing that maybe because she is female and has no idea about cars. I told her to take it somewhere else and she is currently there now. But just incase i wanted to know what transmission it had so i could find a used or rebuild one if needed or if anyone here has an idea of whats wrong.
