2004 Ram 2500 5.9 wiring troubles

So I just bought a 5.9 Cummins 04 Ram. It sat for a while but was running when it was parked. I trailered it home. Put 2 new batteries in it. It cranks over great but no cluster power or lights other than the red antitheft light that comes on for a second when you turn it on then goes off. My diagnostics computer powers up when plugged into OBD2 port but cant communicate with truck. Headlights dont turn on , door locks dont work, interior lights dont work, fuel pump doesnt come on. Interior fan comes on, power windows work, overhead temp lights up, auto headlights and tailights come on but brake lights dont work.

After much research I figured it was the TIPM power distribution box so I ordered a new one from dodge dealer , got it this morning , installed it , expected some miracle but no change. All fuses , relays etc are now brand new , came with the new power box. The truck isnt equipped with the key chip immobiliser so I ruled that out. Anybody have any thoughts of where to look?

Is it some sort of CANBUS issue or possibly the dash cluster itself?
 
Have you verified battery power to the input of the TIPM, relays, etc? There sound like there should be pretty heavy power wiring to that area, and that is usually pretty easy to troubleshoot. It sounds like nothing that currently works is controlled by the TIPM, so it sounds like it's either not getting battery power or not getting an enable signal from a keyswitch or whatever. Would the TIPM actually have a CAN enable? That sounds sketchy for something that controls so many critical functions.
 
Battery terminals clean and no corrosion into the wires?

If you were closer I'd say swing it by my shop. Check for presence of aftermarket alarm system. Check all fuses with a test light, as well as ignition switch power. It sat, so also inspect for rodent caused electrical faults.

Terminals are clean , 2 brand new batteries, the power point on TIPM is clean and supplying good power. Certain relays are powering up , you can hear them clicking, and all fuses are getting power. The canbus system makes it really hard to diagnose whats being controlled and if its getting signal.
 
If memory serves, the cluster (aka the CCN or cabin compartment node) works alongside the TIPM to power up many items. Some items were directly powered by the TIPM and some by the CCN. The cluster being failed wouldn't surprise me at all.
We used the WiTech to monitor the network and see what was and wasn't communicating.

Now I just brush yellow paint on gear teeth so take the above as you wish :D
