2005 F-150 can't be read when trying to pass inspection

my FIL's 2005 F-150 can't pass inspection because whenever it is hooked up to the OBDII scanner...it will not read it. They have taken it to 3 different places and all have said the same thing....last place he took it to, told him to drive it around and see if it will clear itself...but has not fixed itself in the last couple of months. The truck is not driven everyday, usually only on weekends...but since the stickers are expired..they don't want to drive it. It runs fine, no problems there...just can't be read when trying to pass inspection...I thought I saw something about a fuse for the cig lighter or something that could cause it...but since im not a Ford guy...i really don't know....wondering if any of you guys have seen this or know something I could possibly check into. he doesn't want to take it to the Ford place in fear of a huge bill.
 
And its a ford so you have to have the manual to go by numbers. Be crazy to put a diagram under the cover to help with locating a fuse.
 
Have a 2006 and that got me too.

My '06 (F250, gasser) doesn't like all of the handheld OBD scanners either...it only works with about half the ones I have tried. So much for a 'standard'.
 
Ok. Replaced both fuses. He took it to get it inspected and this is what he got back.

Last night it was throwing the p1000 code and the p1233 but neither showed up on this scan.

Is the "not complete" telling us this part failed or there isn't enough data to complete the task?
 
You can get the drive cycles for each monitor and set them like that. Like transman said sometimes it takes a long time to set them driving normally depending on your "normal" the station can print them out for you or you can find them on the web. I can get them and email them to you If you can't find them. just pm me.
 
Disconnect the battery for a few minutes. Reconnect, start it and let it idle for a few minutes. Get in it and drive an 8 mile loop: one mile at 30mph, one at 40, then 50, and 60. Then turn around and do the reverse, 60, 50, 40, and 30, all one mile each. With out turning the truck off, drive normally to the inspection station and tell them to check it. DO NOT SHUT IT OFF, doing so could reset a status to not ready. I worked for 3.5 years at a ford dealer, this was my quick method for setting readiness after doing a CEL job.
 
So this has nothing to do with the possibility that something is wacky with the obd port itself?
Never owned a ford, so im pretty ignorant is this area. Why does it take so long for things to reset?
 
IDK that's why I drive a silva-rado then engine is a vortec and is made from real tornadoes!!
