Sorry for the delay in response guys.
Howell did send a new reprogrammed chip to install to pull some fuel.
The original 1st one was not for the 94/95 k3500 454 tbi that runs at a higher pressure than previous 350/454 tbi.
The new chip was written for the higher fuel psi associated with the 94/95 dually 454 specifically.
This sorted out the rich condition noted by the increasing BLM or block learn or “long term fuel trim”.
As well. Somewhere along the way the crank pulley had spun on the balancer.
So as we kept thinking that the timing was too far advanced, but the timing mark was verifying “correct” timing, the timing was way off.
I can’t remember if we changed the balancer or made a new timing mark verifying TDC with a piece of tig wire in a spark plug hole.
Once the timing was set, actually correctly, and the new correct chip and tune were installed, everything ran great.
