6.2 injection pump "flooding out"

Got a 6.2 that has been sitting awhile, only been ran a few minutes at a time to move it around since I've had it.
Started working on it last weekend and was running fine but after awhile (like 20 min) started smoking and bogging down and stalled. Took top of injection pump off and had some trash in it, sucked it out and tried again. Same thing, after running a few seconds when the "fuel bowl" fills up, smoke, bog, dies. Did all this a bunch of times and every time it does it, even if trying to hold down accelerator.
I have to suck out fuel or it won't start, and when I restart it dies after a few seconds
But if I crack loose the 3 screws holding the cover on and allow some fuel to leak out it will run fine and rev up fine. With screws loose -loose the fuel just flows out like its overflowing, with screws only a little loose it actually streams out.
Is there a fuel pressure regulator in these? hoping the answer is not a bad IP...

Mitchell says something about an internal fuel pressure regulator on the injection pump and goes on to say the ip is not serviceable. I'd pull the return line and see if fuel is returning to the tank. If not is say the regulator is stuck shut. You could also test fuel pressure on the supply side, sound be 8-12 psi

I had already swapped the top of the injection pump with another truck I have and it did the same thing.
Today I decided to try again before I started tearing the IP out, even tho I figured the chances of 2 tops both having the same issue was slim. This time I took the one of my beater blazer which runs and installed it. Seems to have fixed it! I even installed the "bad" one on my blazer and it started doing the same thing, bog down and die. The one that seems to work actually allows fuel to come out of the spout on top into the return line. I feel kinda dumb but I didn't think id be so (un) lucky to have 2 different trucks with the same problem.
Was able to pull another one off another truck and get my blazer back running. plus sold a transmission to a fellow member on here, been a decent afternoon.
Thanks for the info @a_kelley

Glad that helped. It made my time worthwhile for looking it up knowing it helped you out. So the pressure regulator was stuck closed then.
