6.2L Diesel + Turbo 400. won't move in any gear. replaced seals.

about a year ago I dropped a turbo 400 from our 85 military chevy. it was leaking everywhere. ordered a seal kit and resealed it. didn't take anything apart just split the transfercase from the trans. also replaced the filter, put fluid in the converter and trans, put everything back together and then ran into a electric problem. so it sat for 6 months. finally got it started and it wont move in R or forward gears. put it in 4l 4h 2h nothing, wont even budge, fluid level is good when running, color is good. should I pull the pan and check the filter? or pull the trans and replace the converter?

anyone run into the same type problem??

did you put an o-ring on the filter tube?
did you put the spacer back between the filter an valve body?

check the fluid with the truck off, and make a note of where the fluid level is
then do the same with the truck running, does the fluid level change?
