7.3l Powerstroke Turbo Surge?

Specs on my truck: '00 F250 7.3l 4x4 Super-cab short-bed 6-speed
Edge evolution with the safe towing program (level1)
Stock tires/wheels, DIY/6637 intake, CCV mod, FRx with 70# spring
Had the HPx installed, but a cracked flare was spewing oil so its been removed

Coming back from a cookout this weekend, I pulled onto 485 and hammered down. When I let off quickly (50+mph) I heard a sound that was almost identical to a supercharger blow off valve. It kept doing it if I was under load and then let off quick. At first I was thinking it was turbo surge, but the more I look into it the less I'm sure. Its not making a constant stutter (cha cha cha cha) like all the videos/explanations I've seen/read, but its just one time and only happens when I get off the throttle quickly. This leads me to a few questions:

1 - Is this turbo surge or not? If not, what could it be?
2 - Am I on the edge of having turbo surge?
3 - My 4" exhaust came in the yesterday, but isn't installed yet. Will this help or hurt?
4 - If it is turbo surge, am I missing anything in the rebuild parts?

~~~~~I'd also probably add a EBPV delete pedastal, new wastegate actuator & gut the EBPV

A buddy of mine did the EBPV delete, 4" downpipe and exhaust, but just blocked off the wastegate. Later he did Stage 1 single shot injectors and a few other odds and ends. He had a similar problem, but it seemed to be due to airflow problems. He has since freed up intake air and the exhaust it good to go now. The only bug he has now is a flashing CEL under full boost, but goes away when you let off. Probably a MAP sensor trigger, but at least it lets you know it's doing what it is supposed to do.

BTW, a lot of those trucks had the wicked wheel from the factory. He bought a turbo rebuild kit with the wheel when he dropped the cash on injectors and such, but it turned out he already had one. He has a 2000 F350 SRW.
