88 XJ Transfer Case Problem

88 XJ. When the transfer case is in 2 high the part-time light is on, and the front driveshaft is turning. What is problem; it’s a manual shift transfer case, right?

If its got the D30 the axles are hooked to the wheels all the time and spins R/P and therefore spinning the drive shaft even in 2WD. Just saw the year of said jeep, so its probably the vac disco on the long side shaft just hung up or something.
 
So is the transfer case spinning and draining power like it was in 4x4? Or is it just spinning free and not sucking power?

Make any sense?

Since the DS is spinning it's still in 2h and until i shift into 4l or 4h then i'm in 4x4?

vac on axle was just replaced with a posi-lock conversion
 
We have the posi-lock with out the cable, so the 2 axles become one.
