89 YJ Starter Fly Wheel Problem

I posted a while back about my starter and flywheel grinding when I start. It's a new starter and flywheel on my 4.2L inline 6. A guy I know had an idea. Is it possible the starter isn't getting enough power to pop the bendix in and out quickly enough to avoid grinding? That's all I can figure. If so, how can I test?
 
is the solenoid part of the starter or on the fender? also, is the starter shimmed properly? If it's a strait drive, don't worry about a starter.
 
It's part of the starter, not on the fender. I don't have it shimmed. I've never had it shimmed in the past thought so I didn't think it needs to be.
And as far as not worrying about a starter, I live in a flat place so that's a no go.
