90 Jeep Cherokee Won't Start

Got a 90 model Cherokee with the 4.0. It cranked up fine and moved onto the carport. Then we pulled the front bumper off and beat a few dents out of it. Reinstalled the bumper. Went to move it and NOTHING. The starter relay under the hood is clicking and trying to work, but it's not attempting to turn the starter over. Do you guys think it's in the starter? I'm running low on time this week and the guy doesn't have a lot of money to throw at parts. Any suggestions please?
 
check the Neutral Safety Safety Switch (NSS). In Park, try wiggling the shifter while the key is in the START position. Also try starting in Neutral, wiggling if req'd. If this works, the NSS should be removed/cleaned....ons of links on the net, someone will post up if thats what you need, its a very common XJ thing
