96 Tacoma w/3.4L no OBD communication

I've had a mechanic in the past tell me that he couldn't get any communication with the diagnostics port on my truck. I recently tried to hook a scanner to it and had no luck getting it to connect. I don't know if it's a bad wire in the harness or a faulty computer. Any ideas on where to start?

I’d put money on a fuse. Happened on my daughter’s car. Moved a spare 10 amp into the slot and it communicated.

I've checked every fuse so far, both the dash and under the hood. All check out. Even checked accessory fuses. I'll check again, though.
 
*Update

I had to replace the ECU. Prior to replacing it, when I would turn on the ignition, the check engine would illuminate as it should during on startup, but was not showing any active codes once running. With the used (but working) ECU, I'm finally able to do diagnostics as the check engine light is on now when running.
