98 24 valve won't start

has a new lift pump,new fuel filter, it's getting what seems to be plenty of fuel at the injectors. it's been bleed multiple times theres no air in the system the crank sensor has been replaced along with the iac sensor. so what gives i'm stumped?
 
Will it hit off ether? if so then its not getting any fuel.

Check the fuses for the cummins ecm, and check for ignition ower at the cummins ecm, they are know to have some wiring issues on those trucks.

Check the battery cable connections. Its pretty common for dirty connections to cause and crank with no start on those trucks as well.

Do you have a scan tool? see if you have any stored codes before you disconnect the batteries....on "heavy duty" stuff a code doesn't always turn on the check engine light.

I think those used an ASD relay? make sure its working properly.

have checked all fuses inside and out even swaped similar relays to make sure they were working.
what's the best way to check ecm power?
come to think of it the pass batt is kinda corroded.
the scan showed a iat(idle air temp) we replaced that sensor
i'm new to deisel stuff what's a asd relay.
when we were bleeding the air out in was pumping fuel like crazy how can it be checked for the proper pressure.
