98 Ford 4.6L spark plug

Bought the truck a year ago to pull a landscaping trailer. Changed oil, filters, and 7 of the plugs when I got it (passenger side rear was a PIA, couldn't get socket on the plug so I got excessively happy and gave up). The plugs I took out looked fine so I didn't worry about it. Finally a year later I decided I would try again. Socket wouldn't go on and the plug sits well under the firewall so you cannot see into the hole where the plug sits. I used my phone to take some pics and this is what I found

Now I know these motors are notorious for ejecting plugs, and the common fix is the tap kit or a helicoil. But that looks to me like a welded spot. Best I can tell it is hard to the touch from blindly poking at it with a screwdriver.

My question is, A. is it possible to weld the plug in?, B. Why the hell would you weld a plug in, and C. What are my options if it is welded in?
 
There is no way it's welded. May be some kind of epoxy. Try an old screwdriver or long skinny chisel and see just how hard it is.
 
It's hard, and makes a metallic "clink" sound when tapped. But then again I am only about 80% sure I was hitting the questionable blob and not the head or plug as I cannot see back there.
