98 Ranger 4x4 HELP

A friends 1998 Ranger will not engage in 4wheel drive. The switch turns and makes a sound as if it did its job. I am unfamiliar with how these things work. This guy doesn't wheel so I assume the hubs are ok. Does it use vacuum to engage?
Any info on how these systems work would help salvage my Saturday so I can wrench on my junk!

if the 4wd light is lighting up properly, it is probably the hubs not engaging. if the light is flashing, there may be a problem with the shift motor. The hubs use a small pulse of vacuum to lock and unlock, there isnt a constant vacuum on them.

Thanks a ton, you are the freaking man. The light does flash so... I checked therangerstation and read the article on "Servicing A Transfer Case Shift Motor". Looks like I will get to log a little bit of work bench time!!!
