98 xj no start dead gauges HELP

i have changed the cps and the gauges are still dead... i know for a fact that it is good bc i just fired up my other cherokee with it. it is also a 98, automatic and 4.0. ive read anything from a bad ecu to the nss being bad???
 
update: i checked the voltage to the connector of the cps (should be a 5v supply) and im getting .401v. so i have an electircal issue instead of just the crank sensor... this makes me think its the ecu.. im going to backtrack the wiring the next chance i can to see what i can find... still any input would be greatly appreciated!
 
you can also bypass the nss to check. theres a plug at back of engine that hooks to it from the wiring harness. not sure which ones to jump on plug but i remember seeing some threads on it a while back. If you havnt joined or checked out NAXJA.org do it!

I would bypass at the starter relay if you have a relay test plug. You can verify a bad nss by checking for ground at the starter relay. But no dash lights sounds asd related. Check you injector b+ with the key on if its below 12v head towards asd
