99 tahoe wont shift into 4 low

I replaced the dash switch, shifts fine into auto & 4 high. I put in neutral and try to shift into 4 low and the switch light flashes & return to the previous shift position.

Where should I look?

Location of switch? Any way to test it? Does this function as a neutral safety so won't start in gear?
 
Been a while since I faked with one. Like many tcases it's designed to shift into low only with at in neutral.

There is a switch to make this happen. Mine went bad, because when the fawn does a transfer ever go into neutral.
 
could be the shift motor too(has a feedback sensor in it for position, if its not working it wont go in 4L even if it does). IIRC the dash PRNDL display is run off the NSS, so would not display N properly if the NSS was malfunctioning. BCM will record codes for the 4wd module if you have a scanner capabke of reading them.
 
I do have a scanner, obd2 I'll give it a try.
 
My scanner wont read that. grrr...
 
Did read poc82 and poc84. Overcharging at 16v. Smart link Battery issue.
