A/C help...

I have an 2004 TJ Sahara, and my A/C/heat fan will only blow on the top two settings. If I turn the knob to either the bottom two settings, the heat/A/C might as well not be on. I'm trying to get a manual but until then does anyone know what might cause this? Or has anyone seen it before? I'm not sure if there are different relays/fuses for the fan speeds. This is not a huge deal but it does suck only having hi or nothing.
Any and all help/leads are greatly appreciated.
