That's what's so odd about this.
Albino = lack of pigmentation (from Melanin etc).
There are lots of ways you can prevent a gene from being expressed, it only takes 1 break in a complex chain to fail.

Black penguin = complete pigmentation, too much melanin. So this is a failure of regulation instead.
