Any ford techs on here?

I'm working on a 2010 Transit Connect. The tire pressure light is on. I purchased the gray Ford TPMS training tool and can get 3 of the tires to respond (one of these being a full size spare).

There are 2 tires that won't respond. I replaced the sensors with OEM replacements via eBay but they still don't respond. Just purchased 4 new replacements. They won't train just sitting unmounted, will they? I tried it and got nowhere...

Is there any way to tell is a sensor is good without mounting it, or is there any sort of procedure for making the computer pick up a new sensor that I might be missing? This is becoming way too much work.
 
Some have to be activated with a tpms tool. I'd just throw the sensors in the wheels and air back up and see. Some have to be spun to turn on. I might can look it up in Mitchell.

If you have a battery operated TPMS relearn tool (like Chevy stuff), they are often very sensitive to battery voltage and won't work consistently with a used battery. Also, placement of the relearn tool seems to be very critical too.
