Nope, but a buddy of mine used to be the city manager of Tarboro. That's all I've got to add...probably not helpful

This reminds me of when I was still doing industrial work.
I was looking at a project for an extruded foam company (or one of it's subsidiaries, can't remember) in Tarboro; we were walking around their facility, just taking a tour before looking at the work they wanted quoted, and we walked through a giant empty ware house.
I asked what this giant space used to be and why it was wasting away. Turned out it was for their Noodle (you know, the pool float) storage during the "on" season. This huge empty building (honestly can't remember the size, but it was BIG) did nothing but stored pool noodles during the season they made, stocked, and shipped them. That was it.
Half the year it was a giant empty structure, the other half it was full of extruded hollow core foam tubing of varying colors. Crazy.
