Came home today and it was 98 degrees in the house thethe air conditioner is not cooling. I can't afford to pay a million dollars to have someone come look at it does anyone know someone who does reasonably priced work?

Have you checked the starting capacitor? You can buy them at Home Depot, and it's plug and play. There are different sizes, just match up the numbers on the side.... 30 uF, 40 uF, etc.

I'll do it for half a million. Whole new system, lifetime warranty, free service for life too!

A friend of my dad's runs Twin Creek Service out of Crouse. He mainly does Commercial Refrigeration, but would probably know who is worthwhile in the area.
 
It just isn't cooling I have no idea what's wrong with it I know we replace the capacitor a couple of years ago when it would not come on at all.

I even tried hitting it with a hammer and cussing at it and nothing seems to help. Usually works for my truck.

There should be two caps - one for the blower, one for the compressor.

The big copper line (not the little) feel cold like a beer out of the cooler?

Was working fine yesterday. This morning it was a little weak but we had to leave came back to nothing but warm air blowing out of the vents. The lines are all warm.
With the Tstat calling for cool...Fan on on the outdoor unit? If not check your breakers first. If a breaker is popped this could all get alot more fun. If the outdoor fan is on, the HERM side (compressor side) of the capacitor probably popped. Watch yourself a youtube video on how to discharge the cap and take it out.

If a big box store doesn't have the one with the same numbers on it go to your local HVAC supply house with the old one in one hand and a $20 bill in the other and sit them on the counter at the same time. RE Michel usually doesn't give me any trouble if you have one of those locally. I have to use friends' accounts at some of the other parts houses though. I'm not a HVAC contractor, I'm just a dude that has a a refrigeration license and fixes my friends A/C's.
 
At least it was the capacitor, not the freon that leaked. I had a unit fail one cold winter. It would occasionally kick out the reset button on the side of the exchanger. Then one day it just stopped heating. I found out why. A wire had been close enough to a freon line to rub. Through the years, it rubbed through the insulation and would occasionally arc, hence the breaker popping. One day it arched and the line ruptured. Time for a whole new AC system!
