Anyone familiar with toro commercial walk behinds?

My neighbor has a toro 30317 model mower with a 15 hp Kohler. The fuse for the pto keeps blowing, I've taken some meter readings but don't have any definite specs to compare to. Any help would be appreciated.

They have IPL's (illustrated parts lists), Owners Manuals, and Service Manuals all online for free. Saved me a ton of money when I bought my current Toro Zmaster because "the PTO was shot and the battery was dead", when a little wiring diagram showed that the PO had put on the wrong PTO switch and ignition switch. $30 later I was cutting!
