Anyone know what US Dept. of Agriculter Permit #ROL.....means?

This isn't in NC, but I hope since it's a federal thing (US Department of Agriculture) that someone on the boards knows what it means.

I was out dual sporting in Mark Twain National Forest and ran into a road with this sign on it. I googled the hell out of it and came up with nothing. Any ideas?
