No. Propulsion machinery is completely sealed off, rudders are "chocked" to prevent movement, and I believe the props are locked in place as well.

Not sure what the prime mover was, but she had a tug along each side for steering and maneuvering.

Tugs were the propulsion and steering as the NJ is locked out as part of her “museum” status. Luckily though (unlike the Texas) her rudder is in the neutral position so maneuvers were a lot easier.
